Northern Institute for Environmental and Minority Law (NIEM) announces its upcoming study circle (guest lecture) to be held on the 30th of August 2016. Dr Nengye Liu, Senior Lecturer at the School of Law, University of New England (Australia) will talk about relationship between the EU and the Arctic highlighting the events taking place after EU’s 2016 Arctic Policy.

The presentation will give an overview of the EU’s Arctic policy from both internal and external perspectives. It first argues that the EU might be not as influential as it thought in the rest part of the world. Examples will be taken regarding the EU’s role in the South China Sea and Antarctica. Second, it assesses the EU’s Arctic policy from 2008 to 2016. The EU has become less ambitious about its Arctic policy, as reflected in its latest Arctic policy published in April 2016. The presentation finally provides some thoughts on where the EU could still enhance its role in Arctic governance.

Dr Nengye Liu is currently a Senior Lecturer at the School of Law, University of New England, Australia. He was educated in China (Wuhan) and Europe (Ghent). His PhD thesis entitled “Prevention of Vessel-Source Marine Pollution, a Comparative Study between European and Chinese Law”. He serves as the Associate Editor of the Yearbook of International Environmental Law (Oxford). From January 2017, Dr Nengye Liu will take the position as a Senior Lecturer at the Adelaide Law School, University of Adelaide (G8) in South Australia.
